BISP Kafalat Program – A Step Toward Financial Support and Social Inclusion

The BISP Kafalat Program is a major social welfare initiative launched by the Government of Pakistan to provide regular financial assistance to low-income families, especially women. The program aims to reduce poverty and improve the standard of living for those who have limited or no sources of income. It gives quarterly cash payments to eligible women through secure and transparent methods such as bank accounts or payment centers.
Eligibility Criteria
To qualify for the BISP Kafalat Program, applicants must meet the following conditions:
- Must be a Pakistani citizen with a valid CNIC Card
- Belong to a low-income family with no stable source of income
- Female-headed households, widows, or divorced women are prioritized
- People with disabilities or households that include a disabled family member may also be eligible .
- No one in the household should be employed in a government job
- Must be included in the National Socio-Economic Registry (NSER) database
Inclusion of Transgender Persons
The BISP Kafalat Program also ensures support for the transgender community. Transgender individuals who are registered with NADRA and have a valid CNIC showing their gender identity can apply for financial support under the program. This is an important step toward equality and social inclusion, helping transgender persons access the same benefits as other citizens.
Grievance Redressal Mechanism
If someone faces issues related to registration, eligibility, or payments, BISP has a proper complaint system in place:
- Go to the nearest BISP Tehsil Office for help
- File a complaint through the official BISP helpline
- Use the 8171 SMS service or web portal to check status and submit concerns
- Special desks are also available for women, the elderly, and disabled persons
The grievance redressal process is designed to be simple, quick, and fair, so that no deserving individual is left behind.
